		<description>Out of curiousity, why do you assume that non-emergency responses would require a lower skill-set or knowledge base than emergency responses (since you say MFR&#039;s could &quot;build up&quot; to being EMTs)?&#160; The whole point of the non-emergency community response is to deal with the problem BEFORE it becomes an emergency.&#160; Wouldn&#039;t it require at least as much skill to identify a problem with less obvious indications before it becomes an emergency?</description>

		<description>Not exactly fair to judge MCH based on your system.&#160; Given only 6 ALS units for a city of 178,000 you could easily say that &lt;b&gt;nothing&lt;/b&gt; will work.&#160; It sounds like the problem isn&#039;t MCH, but the bean-counters.
Maybe it&#039;s time to have a Medical service, which will have both an emergency component and a community component; and stop relegating medical care to being the red-headed step-child of the public services.</description>

		<description>This would be a great idea for MFR&#039;s and to leave the actual emergencies to the EMT&#039;s and Paramedics. The MFR&#039;s gain some amount of patient care experience and it helps them to build up to takeing their EMT and eventually their Paramedic courses.
	
	I am a firm believer that EMT&#039;s should gain at LEAST 3-5 years of field experience prior to moving up in licensure level.&#160;
	
	As far as the community, non-emergency aspect, leave it to the MFR/CFR...</description>
